检查 DeepSeek Harness 插件装配层的冲突：跨 bundle 重复的 loader 名（install-shadow）、同一个 id 被写成两个 name、一层要开一层要关、以及被后一层静默覆盖的配置键，并把覆盖合成终值补丁。带一条 DSH 起不来时也能跑的 CLI，另有一个会读运行时 loader 的 fusion_report 工具。
