把工作区里的 VSCode/Copilot 风格 AI 配置加载进每个 DSH 会话：`.github/copilot-instructions.md` 作为常驻指令注入，`.github/instructions/**/*.instructions.md` 按 frontmatter 的 `applyTo` 在会话碰过匹配文件后才加入，`.github/skills/*/SKILL.md` 注册为 DSH 技能。工作区之外的配置目录（默认 `~/.copilot`）同样读取，设置页可编辑这组路径。
